Housing

Chapman Partnership’s two state-of-the-art Homeless Assistance Centers serve as the primary intake facilities into Miami-Dade County’s Homeless Continuum of Care nightly housing 800 men, women and children.   Case management is the vehicle through which an individualized, client-informed Housing Stability Plan is developed at intake for all Chapman Partnership residents addressing the complex social factors (i.e., poverty, education level, employment history, housing needs, mental illness, addiction issues, non-existent natural support system) that affect their health and quality of life.  The Housing Stability Plan is based on a housing first philosophy, connecting residents to a constellation of public and private sector support (over 150 program partners, including government, social service, faith-based and civic groups) designed to quickly and effectively ameliorate episodic homelessness.  Chapman Partnership utilizes a multidisciplinary care team approach to housing stability, inclusive of Supervisors, Case Managers, Housing Specialists, Employment Specialists, and Follow-Up Case Management.

Clients with the ability to be connected to income and benefits (cash and non-cash) are immediately referred to Chapman Partnership’s Housing Specialists and Employment Specialists, located at both Homeless Assistance Centers. Housing Specialists have established relationships with over 100 landlords identifying permanent housing solutions, while assessing residents’ housing needs, helping negotiate leases, and preparing for move-out.

At the time of intake, well over 50% of the residents entering a Chapman Partnership Homeless Assistance Center are not enrolled in governmental programs for which they are eligible, such as Temporary Assistance for Needy Families (TANF) and Supplemental Nutrition Assistance Program (SNAP).  The ability for the vast majority of Chapman Partnership’s residents to sustain self-sufficiency once outplaced into housing requires both employment income and access to entitlement programs.  As such, Case Managers are certified in the Florida Department of Children and Families ACCESS (Automated Community Connection to Economic Self Sufficiency) program ensuring clients connect with public assistance benefits during their residence at Chapman Partnership; in many cases, this includes helping to resolve sanctions and reinstate benefits.  By combining employment income with benefits access, Chapman Partnership has been able to maintain an 80% successful outplacement rate,

With an average length of stay at a Chapman Partnership Homeless Assistance Center of 70 to 90 days, Case Managers work collaboratively with onsite Housing Specialists and Employment Specialists, as well as government and social service providers linking residents to solution-based resources that today are a component of Chapman Partnership’s innovative and nationally recognized Rapid Rehousing model.

YOUTH DORMS 

Young adults ages 18-24 represent a growing segment of the resident population at Chapman Partnership, with a steady increase over the past ten years.

The Youth Dorm at the Downtown Miami Center, sponsored by The Miami Foundation and Macy’s, is designed to provide young adults experiencing homelessness a private, safe space where they find belonging and membership that supports their independence and self-sufficiency goals. 

 Through case management, young adults access a network of system of care service providers that connect them with self-determined supportive services.

With plans to expand in the future, the Youth Dorm currently houses 20 male residents and provides a variety of developmentally, age-appropriate tools and resources that empower their path to recovery.

Youth-centric services include:

  • An inviting, caring temporary home where disconnected and vulnerable youth develop healthy relationships.
  • Partnerships with organizations, such as Educate Tomorrow and Casa Valentina, that foster permanent community connections prior to successful outplacement.
  • Social and cultural experiences and informative workshops.
  • Short-term, certificate-based education that equips youth with the knowledge and skills needed to secure living-wage employment.
